The Federal Government is aggressively pursuing an improved cybersecurity posture with advanced technology called Einstein to secure Federal Networks.  Currently, it is a signature based intrusion detection system that only guards the .gov domain.  A distinguished panel will discuss the pros and cons of expanding the use of EINSTEIN.

The Federal Government is implementing a comprehensive national strategy and plan to improve the nation's cybersecurity posture. While the plan integrates cybersecurity within the 18-sector, the national cybersecurity center of gravity is clearly Washington, DC. This centralization of cybersecurity is a potential deficiency. To engender a truly broad-based improvement in cybersecurity, should the nation decentralize cybersecurity, study geographic, demographic and critical node data, and create both regional and critical node-based cybersecurity Centers of Excellence?

Any regional conflict or dispute is now likely to have a cyber component. Since 1998, there have been twenty significant regional cyber campaigns. Many of these have been carried out by informal civilian militias and some have involved organized crime. These cyber conflicts now have the potential to escalate, to spread, and to disrupt the global supply chains for energy and other critical infrastructures. They could lead to direct attacks from unexpected quarters, and could seriously threaten our strategic and economic well being. This panel will discuss this problem, explain why strategies like deterrence won't work, and suggest some future strategies that might help.
