Should Cybersecurity Be Decentralized?
The Federal Government is implementing a comprehensive national strategy and plan to improve the nation's cybersecurity posture. While the plan integrates cybersecurity within the 18-sector, the national cybersecurity center of gravity is clearly Washington, DC. This centralization of cybersecurity is a potential deficiency. To engender a truly broad-based improvement in cybersecurity, should the nation decentralize cybersecurity, study geographic, demographic and critical node data, and create both regional and critical node-based cybersecurity Centers of Excellence?

Not What We've Been Preparing For: The Growing Threat Posed by Regional Cyber Conflicts
Any regional conflict or dispute is now likely to have a cyber component. Since 1998, there have been twenty significant regional cyber campaigns. Many of these have been carried out by informal civilian militias and some have involved organized crime. These cyber conflicts now have the potential to escalate, to spread, and to disrupt the global supply chains for energy and other critical infrastructures. They could lead to direct attacks from unexpected quarters, and could seriously threaten our strategic and economic well being. This panel will discuss this problem, explain why strategies like deterrence won't work, and suggest some future strategies that might help.

The Nation's Economy requires reliable, secure and sufficient levels of energy in all forms to stay competitive in the global market. What are the key security components of the overall strategy to address this issue? What security policies/measures do we consider working? Are the security policies/measures flexible enough to adapt to the ever changing environment? If not, what will be required or created to address the future security needs?

What is DoD’s Strategy to Comply with the Energy Goals and Mandates and How Can Industry Help?
The Department of Defense has numerous energy related mandates and targets derived from Statutes, United States Code, Executive Orders, Department of Energy and Environmental Protection Agency Guidance/Instructions and DoD Policies. To meet these targets, DoD and the services have developed strategic plans and associated goals for green house gas emissions, renewable energy portfolio, and energy efficiency.
